TINJAUAN LITERATUR KOMPARATIF ATAS IMPLEMENTASI MLFF: STUDI KASUS INTERNASIONAL SEBAGAI DASAR PENGEMBANGAN KEBIJAKAN DI INDONESIA

Abstract


This study systematically examines the implementation of Multi Lane Free Flow (MLFF) systems across various countries using the PRISMA-protocol-based Systematic Literature Review (SLR). The study analyses the technology and policy strategies implemented in ten countries and their relevance to the Indonesian context. Technologies such as RFID and ANPR have proven effective in accelerating toll transactions and reducing congestion. Institutional models such as a single government operator and public-private partnerships have their own advantages and challenges. The study results indicate that a gradual transition and public education increase the adoption rate of the MLFF system. Policy implications for Indonesia include selecting appropriate technology, updating supporting regulations, implementing a gradual transition strategy, and providing incentives to encourage public participation in the new system. This study provides evidence-based policy recommendations to support the effective, efficient, and sustainable implementation of MLFF, in line with Indonesia's vision for an intelligent and inclusive transportation system.

Penelitian ini secara sistematis mengkaji penerapan sistem Multi Lane Free Flow (MLFF) di berbagai negara menggunakan metode Systematic Literature Review (SLR) berbasis protokol PRISMA. Studi ini menganalisis strategi teknologi dan kebijakan yang diterapkan di sepuluh negara serta relevansinya dengan konteks Indonesia. Teknologi seperti RFID dan ANPR terbukti efektif dalam mempercepat transaksi tol dan mengurangi kemacetan. Model kelembagaan seperti operator tunggal pemerintah dan kemitraan publik-swasta memiliki kelebihan dan tantangan masing-masing. Hasil kajian menunjukkan bahwa transisi bertahap dan edukasi publik meningkatkan tingkat adopsi sistem MLFF. Implikasi kebijakan bagi Indonesia mencakup pemilihan teknologi yang tepat guna, pembaruan regulasi yang mendukung, penerapan strategi transisi bertahap, serta pemberian insentif untuk mendorong partisipasi publik dalam sistem baru. Studi ini memberikan rekomendasi kebijakan berbasis bukti untuk mendukung implementasi MLFF yang efektif, efisien, dan berkelanjutan, sejalan dengan visi pengembangan sistem transportasi cerdas dan inklusif di Indonesia.
